About the Committee

The Policy Committee is composed of 4 members of the Planning Commission and is responsible for developing recommendations on the Capital Improvements Program and Zoning Ordinance amendments.

Zoning & Subdivision Ordinance Amendments

James City County is working on several updates to the County’s Zoning and Subdivision Ordinances in accordance with initiating resolutions adopted by the Board of Supervisors. Several of these updates align with Goals, Strategies and Actions in the County’s 2045 Comprehensive Plan. For more information on the process, visit the Zoning & Subdivision Ordinance Amendments page

Capital Improvements Program (CIP)

The Capital Improvements Program process provides for the identification, planning, reviewing and budgeting of capital projects proposed by James City County departments, the James City Service Authority and WJCC Schools. A capital improvement project is a major expenditure that is of a fixed nature or long life and adds to the net assets of the County. All requests for Capital Projects will be evaluated by the following before being submitted to the Board of Supervisors:

  • Financial and Management Services
  • County Administration
  • Policy Committee of the Planning Commission
  • Planning Commission

After the projects have been submitted by the department manager and reviewed, a proposed 5-year Capital Improvements Program will be submitted to the Planning Commission. The Planning Commission will review the Capital Improvements Program and make a recommendation to the Board of Supervisors.
